I am a holder of BD no país. My questions are:
a) Subsídio do transporte
In case that I will need to go abroad, do I have a right to apply for Subsídio do transporte? If yes, can I apply for it only one time?
b) Subsídio de instalação
If I am a holder of BD no país do I have a right to apply for Subsídio de instalação?
c) Reuniões científicas
A value is 750 euro. Is this value paid every year in the duration of 4 years or only once time (in first year)?

All the subsides you mention used to be paid once every year. But now, because of the budget cuts, they are only paid once during the whole fellowship.
I don't know if the "Subsídio de instalação" can apply to you, as you are installing yourself in Portugal and this was made thinking about portuguese people installing themselves abroad. Anyway, I think you can always try to request it...
About the other subsides, I don't think that there is any reason why you can't apply for them...
