I heard that FCT doesn't has money, so is not going to open the candidature for
"bolsa de doutoramento" of year 2012.
Is it true? Has somebody an information about that?

I think it's likely that there is less money for fellowships, but I don't believe they will end completely.
I believe this delay is due to FCT being in wait for permit by the Finances Ministry to open the contest. Due to the crisis, FCT is not allowed to make compromises involving money without approval by the Finances Ministry.
Note that the contest for Researchers ("Investigador FCT") was also delayed.
