The authors may think they did a great job correcting the numbers of bio startups for population size forgeting that Switzerland (the top performer per capita) has 80% of the population of Portugal but spends in R&D around 800% more than Portugal meaning that it has a worse Startup/R&D expenditure than Portugal. The same also happens with Denmark the second top performer per capita that has a worse Startup/R&D expenditure than Portugal. Or maybe the authors do not like the efficiency concept.
