When the scientist Ulrich Betz (email below) wrote about the need to make a dramatic increase on the number of researchers and the re-establishement of the gentlemen scientist surely he was not thinking about the "frugal innovation" concept https://www.ted.com/talks/navi_radjou_c ... n#t-127484

And that concept is important just because the XXI century cannot afford to skittle the invention gifts of millions of citizens. And an interesting question is how can Governments boost frugal innovation efforts by non scientists ? Could it be through challenge Prizes ? https://ec.europa.eu/futurium/en/conten ... e-platform

For instance since we have thousands of hackers around the world (many up to no good) probably putting out a challenge with a high prize (let´s say 100 million euro) to crash the darknet or to find ways to easily detect child pornography file Exchange could have a high impact. Because even if hackers were unable to come up with short term feesible solutions the mere existence of that challenge prize may have a deterrent effect by putting pedophiles that use the dark net less at ease for engaging in terrifying activities such as this https://www.theepochtimes.com/german-co ... 17442.html

Some would argue that 100 million euro is too much Money but those forgot that the Maddie case alone cost UK tax payers almost 11 million pounds https://www.telegraph.co.uk/news/newsto ... llion.html

Also 100 millions is exactly the amount that the European Commission just assign for the cicular bioeconomy. http://europa.eu/rapid/press-release_IP-18-6067_en.htm
So the question is why should the pedophilia problem be less important than the circular bioeconomy ?

Assunto: New ideas to accelerate scientific and technological advancement

https://www.sciencedirect.com/science/a ... 2517309733

The paper in the link above maps scientific and technological progress over the centuries and presents new ideas on how to foster and accelerate scientific and technological advancement. The paper is authored by Ulrich A.K. Betz, Vice President, Head of the department Innovation and Entrepreneurship Incubator at Merck.

And in the paper he also asks "Why should a superstar scientist be celebrated less than a super star football player?" Of course the problem is not such much a question of ego because a lot of scientists hate public exposition. The question is more on the values that society should give value to. And as long as we keep giving (exagerated) value to soccer stars and very little value to scientists (that work on finding solutions for Humanity problems) we are favouring tribal behavior and delaying the transition to a type 1 society as mentioned in the email below.
