About it see below an interesting extract that show what´s the problem with this German approach. A pathologic obsession with third-party funding.

"Research output is measured by third-party funding (Drittmittel), divided similarly.17 This separation, which is novel to the study of HE efficiency, allows us to control for possible differences in the research output between subject groups. The approximation of research through third-party funding is common in the literature. In fact, the amount of acquired third-party funding is among the most important performance measures used by the German states. Alternatives such as publications or citations are only rarely included in resource allocation mechanisms since, for example, publication-based measures are highly retrospective (Broemel et al. 2010). Moreover, one could argue that the funding provides a quality-adjusted measure because it reflects the market value of research (Johnes 1997; Worthington 2001).

Strangely or not it is exactly the areas that are more able to raise such funding that have more problems concerning scientific misconduct. A wise man (https://en.wikipedia.org/wiki/Buckminster_Fuller) once wrote about the fact that we need to decide if we want to make money or if instead we want to make sense. Of course Governments also need to decide if they can afford to let universities to discard anything unable to raise money and to dedicate only to profitable research and profitable education areas ? Because that´s exactly what´s coming from a model in which universities are free to raise money in order to survive. Andrew Oswald of Warwick University wrote:“The reason to value integrity is that universities provide the granite that stands below a happy society”. So Governments should ask the question: what´s the monetary value of a happy society? and what´s the negative value for society generated by a university driven exclusively by a profitable education and research agenda ?

Assunto: Peer review innovation and the open season on fake science
Apart from the discussion on peer review innovations mentioned in the conferences below what science really needs is to figth the neophilia disease, the obssession on new results (even if they are just fake) and take a moment to validate and detect the fake science that was produced in the last decades.

-Should journal peer review become a transparent and citable form of scholarly communication?

-What are best practices in peer review, how can they be spread? How can we train scientists in scholarly review?
-Is it possible to overcome inefficiencies and redundancies in peer review?
-Using new tools are there new models for feedback/evaluation that could augment traditional peer review?
